J’avais besoin de ce temps pour écrire, réfléchir et aller au bout d’une question qui, pour moi, dépasse les hommes et les circonstances : quel État voulons-nous construire pour le Congo ?That silence was neither an abandonment nor a renunciation. I needed that time to write, to think and to see through a question which, for me, goes beyond individuals and circumstances: what State do we want to build for Congo?
Aujourd’hui, je reprends la parole.Today, I am speaking again.
Ma position sur Félix Tshisekedi est connue. Elle n’a pas changé. Je considère que son cycle politique doit prendre fin.My position on Felix Tshisekedi is known. It has not changed. I believe that his political cycle must come to an end.
Il porte une responsabilité dans l’affaiblissement de notre État. Certaines de ses prises de position sur la scène internationale, ses choix diplomatiques et sa gestion de la relation avec Paul Kagame ont, selon moi, affaibli notre pays à un moment où le Congo avait besoin d’une ligne ferme, constante et souveraine.He bears a responsibility in the weakening of our State. Some of his positions on the international stage, his diplomatic choices and his handling of the relationship with Paul Kagame have, in my view, weakened our country at a time when Congo needed a firm, consistent and sovereign line.
Il devra répondre politiquement de son bilan.He will have to answer politically for his record.
Mais je ne veux pas faire de Félix Tshisekedi le centre de ma pensée politique. Le Congo existait avant lui. Il existera après lui.But I do not want to make Felix Tshisekedi the centre of my political thinking. Congo existed before him. It will exist after him.
C’est donc de l’après que je veux parler.It is therefore about what comes next that I want to speak.
Que ferons-nous après ?What will we do next?
Changerons-nous simplement de Président ? Construirons-nous de nouvelles alliances, distribuerons-nous les fonctions autrement, puis attendrons-nous quelques années avant de constater que les mêmes faiblesses ont produit les mêmes conséquences ?Will we simply change President? Will we build new alliances, hand out offices differently, then wait a few years before observing that the same weaknesses have produced the same consequences?
Nous avons déjà changé de dirigeants.We have already changed leaders.
Nous avons organisé des élections.We have held elections.
Nous avons connu l’alternance.We have experienced alternation of power.
Et pourtant, les crises reviennent.And yet the crises keep returning.
Il faut donc avoir le courage de regarder le problème en face.We must therefore have the courage to look the problem in the face.
Un dirigeant peut affaiblir un État par ses décisions. Il doit en répondre. Mais un État véritablement solide doit aussi être capable de résister aux erreurs, aux faiblesses et aux ambitions de celui qui le dirige.A leader can weaken a State through his decisions. He must answer for them. But a truly solid State must also be able to withstand the mistakes, the weaknesses and the ambitions of the person who leads it.
Le Congo ne peut plus continuer à attendre l’homme providentiel qui viendra sauver le pays.Congo can no longer keep waiting for the providential man who will come and save the country.
Nous devons construire un État qui n’a plus besoin d’être sauvé par un homme.We must build a State that no longer needs to be saved by any one man.
C’est à cela que j’ai consacré une partie de mon silence.That is what I devoted part of my silence to.
Dans Les Piliers du Géant – La Doctrine de l’État durable, quatrième tome de Congo, la Gâchette de l’Afrique, je pars d’un constat simple : lorsqu’un système reproduit les mêmes défaillances malgré les changements de dirigeants, il arrive un moment où le réformer ne suffit plus.In The Pillars of the Giant: The Doctrine of the Durable State, fourth volume of Congo, Africa’s Trigger, I start from a simple observation: when a system reproduces the same failures despite changes of leadership, there comes a point where reforming it is no longer enough.

Le Congo doit retrouver un État capable de décider et d’exécuter. Son autorité doit s’exercer sur l’ensemble du territoire national. Sa souveraineté ne doit plus être négociable au gré des circonstances ou des rapports de force.Congo must recover a State capable of deciding and of executing. Its authority must be exercised across the whole national territory. Its sovereignty must no longer be negotiable according to circumstances or balances of power.
Nous avons besoin d’un pouvoir suffisamment fort pour gouverner, mais suffisamment encadré pour ne jamais se confondre avec l’État lui-même.We need a power strong enough to govern, but constrained enough never to be confused with the State itself.
La justice doit pouvoir exercer sa mission sans regarder du côté du pouvoir politique.Justice must be able to carry out its mission without looking over at political power.
Les institutions doivent être capables de contrôler réellement ceux qui gouvernent.Institutions must be genuinely able to hold those who govern to account.
La limitation des mandats doit être intangible.Term limits must be untouchable.
Et celui qui accède à la magistrature suprême doit savoir, dès son premier jour, qu’un jour fixé par la Constitution, il devra partir.And whoever reaches the highest office must know, from the very first day, that on a date set by the Constitution, he will have to leave.
Moi compris.Myself included.
C’est ainsi que je conçois l’État.That is how I conceive of the State.
Parce que les hommes passent.Because men pass.
L’État doit rester.The State must remain.
Je sais qu’une question se pose.I know a question arises.
Comment peut-on s’opposer aujourd’hui à un changement de Constitution et défendre en même temps l’idée d’une nouvelle Constitution demain ?How can one oppose a change of Constitution today and at the same time defend the idea of a new Constitution tomorrow?
Il n’y a, pour moi, aucune contradiction.For me, there is no contradiction.
Je ne défends pas une Constitution écrite pour permettre à un homme de rester au pouvoir.I am not defending a Constitution written to allow one man to stay in power.
Je défends une Constitution écrite pour empêcher tous les hommes, moi compris, de rester au-delà des règles.I am defending a Constitution written to prevent all men, myself included, from staying beyond the rules.
La différence est là.That is where the difference lies.

Et si demain les Congolais me confient la responsabilité de conduire notre pays, elles s’appliqueront à moi comme elles devront s’appliquer à ceux qui viendront après moi.And if tomorrow the Congolese entrust me with the responsibility of leading our country, they will apply to me as they must apply to those who come after me.
C’est facile de vouloir limiter le pouvoir lorsqu’il appartient aux autres. La véritable épreuve commence lorsque les limites que l’on défend deviennent nos propres limites.It is easy to want to limit power when it belongs to others. The real test begins when the limits you defend become your own limits.
Je les accepte aujourd’hui.I accept them today.
Parce qu’un homme qui prétend reconstruire l’État doit accepter que l’État puisse lui survivre.Because a man who claims to rebuild the State must accept that the State can outlive him.
C’est le sens des Piliers du Géant. Les institutions ne doivent plus dépendre de la vertu supposée de celui qui gouverne. Elles doivent être construites pour fonctionner malgré les hommes, leurs qualités comme leurs faiblesses.That is the meaning of The Pillars of the Giant. Institutions must no longer depend on the presumed virtue of whoever governs. They must be built to work despite men, despite their qualities as much as their weaknesses.

Je ne reviens pas pour négocier une place.I am not coming back to negotiate a position.
Je ne reviens pas pour participer à une redistribution du pouvoir.I am not coming back to take part in a redistribution of power.
Et je ne reviens pas simplement pour m’opposer à Félix Tshisekedi.And I am not coming back simply to oppose Felix Tshisekedi.
Je reviens pour parler du Congo.I am coming back to speak about Congo.
De son État.About its State.
De sa souveraineté.About its sovereignty.
De ce que nous devons construire pour que le destin de notre Nation ne dépende plus des hésitations d’un Président, des ambitions d’un autre ou de la bonne volonté de celui qui viendra après.About what we must build so that the destiny of our Nation no longer depends on the hesitations of one President, the ambitions of another or the goodwill of whoever comes next.
Pendant que certains pensent déjà au partage du pouvoir, je fais un autre choix : préparer l’État.While some are already thinking about sharing out power, I am making another choice: preparing the State.

L’après-Tshisekedi ne doit pas être seulement le commencement d’une nouvelle présidence.The post-Tshisekedi era must not be merely the beginning of a new presidency.
Il doit être le commencement d’un nouvel État.It must be the beginning of a new State.
