The programme

Six areas, one course.

The detail of the Master Plan: the areas of transformation for the country and the plan to make energy the key to independence.

The areas

Six areas of transformation.

01

Governance and institutions

Transparent, independent and accountable institutions. National Transparency Portal, CENI reform, National Selection and Merit Council, and independent judiciary.

02

Education and knowledge

Building 5,000 schools by 2030, training 50,000 teachers, ensuring free schooling and reforming curricula towards critical thinking and technology.

03

Sovereign economy

Valorising our strategic resources locally, processing cobalt and minerals domestically, building national industry and achieving food self-sufficiency.

04

National unity

Revitalising our national languages (Lingala, Swahili, Kikongo, Tshiluba), teaching our history and building a sovereign, vibrant and exportable culture.

05

Health and dignity

Universal health coverage in 3 phases, 1,500 rural health centres built, 70% of hospitals renovated and 50,000 health professionals recruited.

06

Diplomacy and sovereignty

Smart partnerships where foreign investment trains and transfers skills, sovereignty over our resources and assertive presence on the international stage.

Energy

Electrify the Giant. Light up Africa.

The paradox is glaring: Congo holds the largest hydroelectric reserve in Africa. And millions of Congolese still live in darkness.

Those who master their energy command the future.

Our approach

Five levers for energy.

01Hydropower

Awaken the Inga giant, electrify every province

Congo holds Africa's largest hydropower reserve, yet Inga runs at a fraction of its capacity today. Inga III and Grand Inga will become the beating heart of the energy revolution.

  • Inga III and Grand Inga: the most ambitious hydroelectric projects in the world
  • A national electrification plan, a grid adapted to every province
  • Micro-dams and rivers: a still untapped potential
02Green energy

Triple clean production by 2035

Solar from the great plains, wind from the mountains, biomass and geothermal: a diversified approach for abundant, resilient production in the service of social justice.

  • Clean energy output rising sharply, with targets published every year
  • 80% of Congolese connected by 2040 through solar mini-grids and micro-dams
  • −60% carbon emissions by 2035
03Local processing

From mine to battery: world capital of energy storage

Half of the world's cobalt reserves lie beneath our soil (USGS, 2025). The era of raw exports is over: value will be created in Congo, for Congo.

  • Three battery plants by 2030: Kinshasa, Lubumbashi, Kolwezi
  • 500,000 direct and indirect jobs by 2035
  • Mining revenues tripled through local processing
04Strategist State

Energy, a public good and the key to independence

Energy is a geopolitical weapon: whoever controls electricity controls industry and daily life. It must be a strategic public good, run by a strategist State, not by multinationals.

  • Free electricity for public services (schools, health centres), and low-cost power for households
  • Surplus sold to industry and neighbouring countries
  • Revenues reinvested in education, health and infrastructure
05Funding and transparency

50 billion dollars, zero opacity

A project of this scale demands impeccable governance: every dollar invested must be visible, every project audited, every result measured.

  • USD 50 billion mobilised over 20 years: public-private partnerships and international funds
  • Creation of the National Renewable Energy Observatory
  • Independent audits: the trust of investors and citizens
